The Director of Operations of the Hospital Authority will be responsible for the continued operation of HA hospitals and in conjunction with the Director of Health where appropriate the provision of

additional facilities, if necessary, to cope with

casualties arising from civil disturbances.

During a curfew, Accident and Emergency departments of the major acute hospitals in the curfew areas will remain open, but Government and HA medical and dental clinics will close, unless the scale of casualties is such that they need to be used by the Auxiliary Medical Services as dressing stations (see Part V paragraphs 11-13). Otherwise, medical services will continue as normal.

The Director of Drainage Services will be responsible for operations and maintenance of sewage treatment facilities and flood control facilities.

EDUCATION DEPARTMENT

The

Director

of Education will be responsible for making any emergency schooling arrangements that may be necessary, such as the closure of schools in curfew areas.

39.

The Governor in Council has powers under the Education Ordinance (Cap 279) to suspend or cancel the registration of schools, principals and teachers and make regulations in respect of a number of matters, including the control of the dissemination of biased political information in schools.
