If such
expenditure is required to enable the directives or decisions referred to in Part II paragraph 5 above to be implemented or if, in the opinion of the controlling officer responsible for the relevant head or subhead of expenditure, it cannot be deferred without serious detriment to the public interest, the controlling officer :
(a)
may,
on
his
personal
responsibility, expenditure; and
incur

shall report the matter to the Secretary for the Treasury to issue a contingency warrant to the Director of Accounting Services as authority for payment.
Alternatively,
essential
emergency
expenditure other than for salaries and allowances may, where practicable, be met from departmental imprest accounts. Expenditure not arising from the emergency should be incurred in the normal way.
CURFEWS

By virtue of Section 31 of the Public Order Ordinance (Cap 245), the Governor may, by order, impose a curfew over such areas and during such hours as may be specified in the order.

Curfews would be imposed over the smallest area and for the shortest possible time consistent with the restoration of law and order. Every effort would be made to give a minimum of three hours' notice before a curfew is imposed to enable people to return home. Curfews of more than 12 hours duration would be avoided as far as possible. Nonetheless, it might prove necessary to impose a curfew at very short notice, and to prolong it beyond 12 hours.

Once the Governor has ordered a curfew, the Information Services Department would be responsible informing Government departments, public utilities, essential civil firms and the general public of the area and duration of the curfew.
