During an
emergency, it may be necessary to take a number of exceptional measures to deal with the situation. These may include security measures, authorisation of. emergency expenditure and the special administrative and judicial
introduction
of
procedures.
EMERGENCY LEGISLATION

Under the
Emergency
Regulations Ordinance
(Cap 241) the Governor in Council may, on any occasion which he considers to be one of emergency or public danger, make any regulations whatsoever which he may consider desirable in the public interest.

Emergency regulations exist (though not presently in force) covering censorship, arrest, detention, deportation, control of transport, movement, property, undertakings and the creation of special offences.
Drafts of other subsidiary legislation are held by the Law Draftsman.
4.
The Attorney General and the Secretary for Security are jointly responsible for reviewing this legislation on the outreak of an emergency, and after consulting GSC as appropriate, for initiating action to bring into force such emergency legislation as is deemed appropriate.
