The SCC will meet at HQCCC, Police Headquarters.

Regional Security Control Committees

RSCCS exist in each Police Region (Hong Kong, Kowloon, New Territories and Marine) and are responsible to SCC for

local planning, co-ordination, control and implementation of internal security and other emergency operations within the region. The RSCCs include the senior Police and Military commanders in the region as well as the appropriate CNTA Regional Secretary or his deputy.

Policy directives relating to the civil administration will be disseminated by the GSECC. The GSECC is the Security Branch in its emergency role.

GSECC will operate 24 hours a day during any emergency

within

Kong.

Its

major

responsibilities include:

ensuring that directives relating to civil matters from the Governor, GSC, the Chief Secretary (CS) and the Secretary for Security are implemented;

taking and implementing

decisions

in

accordance with Government policy and the directives referred to in (a);
