THE NATURE OF THE THREAT TO HONG KONG'S
INTERNAL SECURITY AN OVERVIEW

This Chapter gives a brief assessment
of the factors which might lead to
disorder in Hong Kong.
It does not speculate upon
the possible pattern of disturbances
that is to say, whether they would be confined to riots, strikes and
other action designed to disrupt daily life, protest marches and so on,
or whether sabotage and terrorist
bombings etc. have to be anticipated.
A worthwhile assessment of this
aspect of the threat could only be
made as an emergency started to evolve.
