26. In subsequent discussion the following points and observations were made:

a.

The Governor was expected to respond to SofS shortly on the issue on DCA payments due.

b. The issue might delay early agreement to the 'fast track' paper setting the policy framework for the 1993 Review. However, if and when the Governor did approve the paper he would also implicitly approve the expenditure involved in implementing its provisions.

C.

It was very important to demonstrate the reducing size of the Garrison, commensurate with its reducing role, to a LEGCO that was very different in composition and perceptions from that of 1988 (when the DCA was last negotiated).

ITEM 11 ANY OTHER BUSINESS

27. DGMSI asked for the record to show that the subject of Service representation in Hong Kong post-1997 was now being addressed separately in OCSAA. No item of any other business was raised for consideration by the HKSC.

ITEM 12 DATE OF NEXT MEETING

28. It was agreed that the next HKSC meeting will be at 1000 hours, Tuesday 31 August 93. It will convene in the Main Conference Room, MOD Main Building. Proposals for Agenda Items should be to Secretary HKSC (FEW 2) by 1 August 1993.
