The exercise scenario particularly sensitive area in planning Exercise WINGED DRAGON 92. The scenario for Exercise JOINT EMBLEM 6 would need to avoid conjuring up the 'Yellow Peril' connotations of PRC intervention. It was agreed that development of the scenario should be delegated to the exercise planning staff, with the benefit of DIS advice.
h. CBFHK asked that there should be no further linkage of Exercise WINGED DRAGON 92 to training in 1993 when carrying forward the planning of Exercise JOINT EMBLEM 6.
ITEM 9 DEFENCE LANDS UPDATE
23. ACOS J1/J4 summarised and updated on the Defence Lands issue. The Joint Liaison Group (JLG) discussions were still deadlocked; key issues being the future of the West Tamar and Gun Club Hill Barracks sites. The significant problems associated with the related issue of the disposal of accommodation stores, MQs, training areas, vehicles and so on were compounded by the DCA perspective. CBF has asked HKG to establish a focal point within Hong Kong that will provide guidance on all issues relating to the withdrawal of Garrison assets. ACOS J1/J4 stated that HQBF sought from MOD a disposal by exception policy, in order to avoid (for example) the inordinately long process experienced with the recent disposal of the Saracen APCS in HK.
The Chairman
curtailed discussion of this subject and sought advice from DofD Log (Coord) & (0) (representing ACDS (L)). He confirmed that
that his staff were currently working to resolve this matter. The Chairman directed that this should be resolved as be resolved as early as practicable.
