1993 REVIEW OF THE OUTLINE WITHDRAWAL
The Chairman explained the modified staffing approach that was now being followed to produce the 1993 Review. This involved a 'fast track' MOD policy paper ("The Rundown of the Garrison in Hong Kong to 1997"), for which Ministerial approval and that of the Governor, would be sought by the end of February 1993, in order to establish a policy framework against which the more extensive 1993 Review would be set. summary of this process is at Enclosure 1).

The Chairman explained the proposed accelerated timetable for the 1993 Review and sought the HKSC agreement to its staffing to COS by July 1993 rather than the original date of September 1993. CBF and Hd HK Dept FCO strongly supported the proposal and it was approved by the HKSC. A copy of the revised timetable is at Enclosure 2. The updated framework of the 1993 Review was circulated to the Committee and accepted without comment. A copy of the updated framework is at Enclosure 3.

The Chairman concluded by emphasising the particular significance the 1993 Review, and its function as the policy-provider from which the HQBFHK detailed withdrawal plan would be produced. He emphasised the difference between the "Review" and the "Withdrawal Plan" (the latter being produced by HQBF HK and founded upon the policy contained in the Review).
ITEM 8 FUTURE TRAINING ACTIVITIES
20. CBF explained in some detail the presentational and PR problems encountered with Exercise WINGED DRAGON 92, and which would continue to apply if the exercise was retained in its original form. He therefore sought the approval of
HKSC to proceed with an alternative series of training activities that would overall achieve the key objectives set for Exercise WINGED DRAGON 92.
