I had not heard of this before but have spoken to John Dean. As he explains in the letter to Peacock-Edwards, HKG now has two Black Hawk helicopters but only five of our pilots are trained to fly them. We would like to train more, but this is very expensive when done 'live'. There are only two simulators for this aircraft in the world, owned one each by the US Air Force and US Army. The Airforce will not allow outsiders to train on its machine, but apparently the Army's simulator is exactly comparable to the model of Black Hawk which HKG has bought.

The Black Hawks are a valuable upgrading of our Flying Services capabilities. I therefore not only see no problem with Washington passing the request to the Americans, I hope they might try and give it as fair a wind as possible.
