The Legislative Council held two debates on the subject after the consultation paper was issued. The following motions were passed on 18 November 1992 and 3 February 1993 respectively -

"That this Council takes note of the Government proposals in the Consultation Paper "A Community- wide Retirement Protection System" and urges members of the public to comment on the proposals or to suggest alternatives before the expiry of the consultation period on 31.1.93.”
"That this Council urges the Government to seriously consider the request by Members of this Council and the public that the Government should assume an active role in the operation of a retirement protection system, expedite the establishment of a central provident fund scheme, and proceed to examine the feasibility of further implementing a comprehensive plan for social protection so that the people of HK can be provided with a properly designed retirement protection system”.
The second motion was passed by a vote of 22 to 17.

The Administration is now examining the various issues involved with a view to reaching a more definite conclusion on the best way forward by the end of 1993.
