Political Adviser (other than the
Governor) will have a full range of information, including intelligence,
at his disposal, the Governor will
need a UK-based Political Adviser as
his adjutant on China relations right
up to 1997. In 1995, the Political
Adviser and his Deputy might move to
Government House. They would handle
intelligence matters and possibly
relations with the British Garrison
and defence arrangements, as well as
advising the Governor on China.
Day-to-day dealings with China would
however be handled by the unit formed
with Constitutional Affairs Branch.
That unit/Branch would be headed by a
local Secretary-rank official.
the Chinese will establish an office
of their Ministry of Foreign Affairs
in Hong Kong to handle foreign affairs
