FUTURE OF THE POLITICAL ADVISER ́S OFFICE

You might be interested to see the attached letter from Mr Ehrman covering a paper on the future of the Political
Advicer's Office between 1994 and 1997. This has now been
agreed by the Governor.

The paper's proposals do not differ greatly from previous thinking. It has long been recognised that we would not wish a mirror image of the PA's Office, staffed by MFA cadres, to exist in Hong Kong after 1997. It had originally been planned that
the office would shrink in size and move to Government House
with most or all of its non-sensitive functions being taken over
by a new Mainland Affairs Unit, to take over routine liaison
with the Guangdong Provincial Authorities, and by Constitutional
Affairs Branch and Protocol Department of the Hong Kong
Government. However with the additions that the Governor has
made to his staff in Government House and the somewhat greater
tasks assigned to the PA's Office it is clear that there will no longer be sufficient space at Government House to accommodate them. It is now planned that the enhanced PA's Office gradually move to the St John's Building, above the present offices of
UKREP JLG, in the early part of 1995.
