officers who are wholly or partly of Chinese race who have lived in Hong Kong for 7 years or more;
officers who are children of expatriate officers and who were born in Hong Kong;
officers who have married local spouses and lived in Hong Kong for 3 - 5 years; and
officers who have lived in Hong Kong before joining the public service.
rough estimate is that there may be about 100 of those officers in the service.
