These two CSRS provide that an overseas officer on permanent terms who takes study leave, unpaid leave or vacation leave/overseas addition during a numerical year will be granted pro-rata annual leave and full passage for the year, but his tour will be extended by the period of such leave taken. Following the revision of the basis for counting annual leave cycles, an officer on permanent terms who takes such leave during an annual leave cycle will be granted full annual leave and passage for the cycle, but the cycle, instead of the tour, will be extended by the period of such leave taken. This will be in line with the arrangement for local officers on D4 (or equivalent) and above and overseas agreement officers on MPS 34 (or equivalent) and above.
The two CSRs have been amended accordingly. The new arrangement takes immediate effect except where the study leave, unpaid leave or vacation leave/overseas addition has already been approved before the issue of this Circular Memorandum, in which case the previous arrangement will apply.

The restrictions under this CSR that an overseas officer on permanent terms should not normally commence an annual leave earlier than 12 months after his last return from vacation leave or later than 12 months before he proceeds on pre-retirement leave will be removed. The CSR is replaced to reflect the existing arrangement that an officer is not eligible for annual
annual leave in the last cycle of his final tour before proceeding on pre-retirement leave, irrespective of the duration of the cycle.

Amendment sheets No. 30/93 to 36/93 are enclosed. They should replace the existing
existing pages of the Civil Service Regulations with immediate effect. Chinese translation of the amendment sheets
will be issued later.
