.3. The Governor proposes to forewarn Lu Ping of these changes. At Sir R McLaren's suggestion, he has agreed to send Lu Ping a short message which Sir R McLaren would deliver on 20 September. The purpose would be partly courtesy to Lu Ping. But it would also provide an opportunity to repeat a point which the Governor made during his October 1992 visit to Peking, that he would be interested to start a dialogue on civil service issues leading
in due course to discussion of senior appointments during the
transition. The Chinese will probably be reluctant to take this offer up, but it will be the best opportunity for some time to
reiterate our willingness to adopt a cooperative approach in
this area.
I submit a draft telegram. It would be useful if this
could issue in the course of today.
