Need for Other Terms
To maintain an effective and efficient service to the public, the civil service should be well placed with the ability to respond to changes and challenges. This is in line with the overall objective of the Public Sector Reforms. It is considered necessary that certain flexibility should exist in the employment and deployment of human resources.
5.2
Under normal circumstances, new terms of appointment and conditions of service should be offered. Exceptionally, where there is a genuine need and difficulty in acquiring special expertise or professional service, other conditions of service might be offered to attract suitable qualified candidates both locally and overseas, having regard to the prevailing market situation. Each case would be considered on its own merits.
5.3
In addition, in areas of rapidly changing or special organizational or management needs or where the new terms are not suitable, other forms of employment package may need to be considered. However, this additional flexibility would only be an adjunct to the mainstream of officers on new terms.
