CHAPTER IV - Arrangement for Serving Officers
The new terms and conditions of service described in Chapters II & III will not apply to serving P&P officers. However, they may apply to switch over to the new P&P terms and conditions of service.
4.2
As regards serving officers on overseas agreement terms (OAT) and serving officers on local agreement terms (LAT), they may be considered for further employment under the new terms and conditions of service, subject to their meeting the criteria for transfer as stated below.

4.3
All serving agreement officers may be offered further employment on new
P&P terms subject to the following criteria -
(a) qualifying as a local;

(b) proficiency in Chinese language;
(c) service need;
(d) satisfactory conduct and performance;
(e) physical fitness; and
(f) any other requirements stipulated for the grade and rank concerned.
The current practice of allowing agreement officers to enhance their pensionable service by buying back their previous agreement service through refund of gratuity payments plus interest has attracted some criticism.
