Due to special circumstances which may prevent an officer from taking leave in one year, leave is allowed to be accumulated up to specified limits. These limits may be exceeded if there are operational reasons preventing an officer from taking leave. Excessive accumulation of leave defeats the purpose of leave which is for recuperation from work. It is therefore proposed to reduce the leave accumulation limits to a maximum of two years' entitlement. Exceptional operational considerations will be dealt with on a case by case basis.
Note 1: the "forfeiture rule" is a mechanism whereby the "overseas addition" is forfeit if leave is spent locally

Note 2: "annual leave" is a specific type of leave, in conjunction with which leave passages are provided on an annual basis; generally this benefit is available to local officers at D4 and above and overseas officers at MPS 34 and above.

In converting current leave earning rates from calendar days outside a year to working days within a year, the aim is to provide that, on average, officers may enjoy the same period of absence from duty as they do under the existing arrangements. The following leave earning rates and accumulation limits are proposed:

All leave earning rates are on the basis of working days within a year. The figures in brackets are the rates/limits applicable to those with 10 or more years of service. The conversion from calendar days outside a year to working days within a year is carried out in two stages -
