PUBLIC SERVICE : LOCALISATION POLICY AND EMPLOYMENT OF PERMANENT RESIDENTS

This note informs Members of the position with respect to -

applications from officers on overseas terms to transfer to local terms;

a draft Private Member's Bill aimed at preventing such transfers;

progress with localisation, with particular reference, in response to Members' requests, to the Legal Department; and

(d) proposed consultation on longer term arrangements

aimed at introducing common conditions of service.

BACKGROUND

In late July 1993 interim arrangements were introduced under which civil servants employed on overseas agreement (contract) terms who are permanent residents of Hong Kong could apply to transfer to local agreement terms subject to certain conditions. Any transfers approved would be for one contract only expiring before 1997. There would be consultation with staff and the Chinese Government on longer term arrangements.

Number of Applications

Since the interim arrangements were announced a total of 86 applications to transfer have been received by 16 departments (as at 11 October 1993). However less than half of these have been through the initial screening stage at departmental level and passed on to the Civil Service Branch for further consideration. Most of the applicants are serving
