It is Government policy to encourage

officers on local agreement terms to transfer to the

pensionable establishment, and they may apply to do so

at any time.

Promotion to higher ranks is based solely on merit.

All eligible officers, whether local or overseas, and

whether on agreement ΟΙ pensionable terms, are

considerad on an equal basis.

(8) There are a number of variations between local and

overseas tarms and conditions (whether on

pensionable or agreement basis). In some respects (the

details of which do not matter for present purposes),

overseas terms are more favourable to the employee.

Officers are classified as "overseas" or "local" for the

purposes of the application of the localisation policy, and

to establish eligibility for the enhanced benefits which

are provided to officers on overseas teras.

Regulation 115(2) of the Civil Service Regulations requires
