appointed or offered

appointment on agreement terms on or before 28 March

1985 were allowed to apply for transfer to the

permanent and pensionable establishment on overseas

teras until the deadline of 30 June 1992. Under

Regulation 121(3) of the Civil Service Regulations,

such a transfer was permitted only where it was

"established in accordance with the localisation policy that a suitable local candidate is not likely to be available within the next five years

or so

pensionable terms appointed

before 1 January 1985 may be directed to take early

retirement in furtherance of localisation, but they

receive compensation for loss of employment and are

eligible to receive their pensions from the date of

early retirement.

Otherwise, overseas agreement officers may continue to

apply for renewal of their contracts. In addition to

the requirements equally applicable to local agreement

officers service need, satisfactory conduct and

performance, physical fitness the offer of further

employment to an overseas agreement officer is, under

Regulation 281(1)(a) of the Civil Service Regulations,

subject to "the lack of a qualified and suitable local

replacement". If the overseas officer is filling a

post in a promotion rank, Regulation 281(3) (c) states
