Problem
1.
The Association of Expatriate Civil Servants (AECS) in Hong Kong is challenging the Hong Kong Government's (HKG) localisation policy. Hong Kong telno 487 invites our
comments.

Recommendation
2.
That we suggest to Hong Kong that they consider preempting
a Court case by taking the initiative to revise the localisation policy without consulting the Chinese.

Background and Argument
3.
I submit
HKG have a well established localisation policy in the Civil Service. Under this policy, officers are appointed on overseas terms if their general background and social ties are outside Hong Kong, Macau, China or Taiwan or if their parents are on overseas terms. All other officers are appointed on
local terms of service. Overseas officers on contract will
only have their contracts renewed if there is no suitable
local replacement available to take their place within the next five years. The policy also provides for senior
