Staff generally welcomed Administration's decision to extend the deadline for joining the New Pension Scheme by three years and its undertaking to take a decision on the proposal to set up a pension reserve fund by the end of 1994. There is, however,

dissatisfaction

among those who have opted for the New Pension Scheme that they had been misled into believing that the last extension of the option deadline was a one-off concession. Some staff associations considered that a decision should be taken as early as possible to alleviate staff concerns. In particular, the Staff Side of SCSC proposed that the Government should set aside an initial sum of $5 billion for the fund.

Staff are concerned about the progress of the implementation of the proposed changes to dependent pensions and related benefits. The two Amendment Bills

introduced

2 December. Staff hoped that the amendments could be enacted as early as possible.

The Staff Sides of the central consultative councils are concerned about the proposed changes to the Overseas Education Allowance. While starr welcomed the proposal to remove the country restriction, they objected το any proposed reduction in the rates of OEA on the ground

that the Administration should not introduce any unilateral changes conditions of service.
