The basis of charges for services provided by EMSD to the Urban Council and the Regional Council specified under Financial Circulars No. 6/88 and 7/88 and the funding arrangement for replacement of electrical appliances as specified under Financial Circular No. 4/89 are hereby superseded.
Work Authorisation

In general, form GF274 (Repair Voucher), written request and telephone request for workshop services as currently being used can continue to be used by user departments to initiate work requests. To enable user departments to review the nature of services provided, they will be provided with work statements showing details of the work carried out. Further guidance on work
authorisation will be provided by EMSD.
Billing and Settlement

The same billing and settlement arrangements as for vehicles maintenance services stated in the Financial Circular No. 5/92 will also apply to other workshop services.
Annual Estimates

Based on data from EMSD, the requirements of respective departments for workshop services have been included in the 1993-94 Draft Estimates of Expenditure. From 1994-95, departments will be required to make provision in their own estimates submission for cost of these services. EMSD will provide assistance as required.
