Council, TC and MO, it was decided a definitive list of STC's concerns would be put to London over the design and the choice of architect and I would put together the first list. It was also agreed that we should aim to get this list to London by the middle of the week beginning 6 July.

2. Mr Whittle agreed to leave behind the larger size design drawings of the Farrell building as they are easier to follow. I collected these from the hotel this morning and they are currently on one of the easy chairs in my office.

3. The starting point for any list has to be the telegram STC sent out to OED shortly after his arrival. I did not have access to these telegrams over the weekend but they are on the latest part of the file (CON 406/1) which is in my dip in the classified registry, whether the subsequent reply, again on the file in my dip, answered any of the initial concerns will have to be discussed with STC.

4. The points I recorded at the meeting held on 3 July are as follows:

(i) questioning the need for a multi-purpose hall for the British Council;

(ii) if it is decided that there is a need for such a hall, access to the facility by the Consulate-General has to be easily obtained;

(iii) why should CG have to pay for use of a facility that is funded by FCO?

(iv) if we have to pay, STC would rather not use it, leaving it entirely to the British Council, and ensuring there are facilities at least equalling those we have on. the 9th Floor of BOA for receptions, briefing missions etc;

(v) STC stated that the British Chamber of Commerce had expressed a wish to be in the Consulate-General. STC fully supported this, planning should go ahead on this basis;

(vi) Security of the premises, is this sufficient in the event of a mob, how are people stopped from entering in the event of civil disturbance but at the same time allowing access to staff and those people who need to get in/keep in touch;
