1. I attach a copy of Stephen Whittle's summary of his meeting with Stephen Day. It was evidently a confused affair, and scarcely dealt with the issues for which we had despatched Mr Whittle. I will not riposte here point by point (though my marginalia give an idea), but Mr Day clearly underestimates all the careful work that Departments here, the British Council, his own staff and his predecessor have put into the brief and the design assessment.

I - believe it possible that Mr Day has still not fully absorbed the brief and not understood the drawings, and that much of his (what I can only describe as) thrashing about derives from this.

2. We need now to await Mr Day's reply to your telegram before OED can submit to Mr Goodlad (through, I suggest, given Mrs Sutherland's absence, yourself and the Chief Clerk).
