We shall need a man within the Chamber. It will not be invigorated by the present Secretariat.

- The anomaly of having the STC on the executive board must be resolved. We should be separate organisations working closely together in private.

- Introduce Citizens' Charter concepts.

- Make MO fully responsible for all management matters.

- Promote team-work; devolve routine tasks; set clear priorities and encourage ideas to emerge upwards.

A staffing policy is

essential (see second annex).

- In due course, consider moving out of Albany Penthouse.

This is a world-class market and fast emerging as à media capital (the Star/BBC link-up covers half the world). # " TO project an image of Britain as a revitalised, high technology economy" (p. o. 4) is fine for Tonga or Chad but entirely inadequate here.

- p. o. 7 ("To ensure that HMG' & policies across the board are given the best possible presentation in Hong Kong") is a misleading description of what is essentially a

spokesman role of the SIO not a general BTC function. The STC should not pretend to have that function.

-

The British Chamber' s information role should be encouraged to the extent that it responds to the daily needs of British business, ie facts not propaganda. (Much more difficult).

Especially in relation to the new Macao airport and regional aviation needs.
