In brief the Steering Committee endorsed the Hong Kong Co-ordinating Committee's proposed changes to the Preliminary Sketch Plans (para 2 of my Record of the Meeting on 14 October 1992 in Hong Kong is relevant) except for the proposal to increase the number of car spaces. Steering Committee also endorsed my proposed revision of the Schedule of Requirements (SOR) of which the main changes affected Section A (additions for JLG) and approved the revised Preliminary Sketch Plans (Rev B). Farrells have now been instructed to proceed with the next stage i.e. Final Design Scheme (FDS).

2. The revised SORS (Classified and unclassified versions) have already been despatched to you. I now attach two sets of the revised Preliminary Sketch Plans (Rev B) which take account of most of the changes proposed in Annex C of my visit report of 19 October. However some of the Annex C changes have not yet been properly incorporated into the layout designs and some further revisions are also required. Farrells have now been instructed to ensure that all our current proposals are included during FDS stage (my letter of 10 November to Farrell, copy attached, is relevant). Please note that the Rev B version of the drawings and my subsequent proposed changes to them are consistent with the SOR and end-user comments on the Rev A version except for the B12 to B19(a) suite on level ten where for architectural and structural reasons B13 is best located as shown in the latest drawings; this dictates to some extent the location of some of the other functions, in particular B12.

We anticipate that the FDS will be completed by January 1993 at which time a formal presentation will be made to the HK Co- ordinating Committee and their approval/views sought.
