BRITISH COUNCIL BOARD MEETING, 24 NOVEMBER

The main points of this morning's meeting are recorded below.

Hong Kong/China

-

2. The Chairman reported on his visit to China and Hong Kong earlier this month the Chinese government had evidently gone out of their way to entertain him and to make it clear that they welcomed Council activities. They apparently preferred to send students to the UK, rather than to the US or France because those who studied here generally returned to China. There was no antipathy over Hong Kong, which was referred to as a problem which could be solved. Sir M Jacomb said that the possibility of a British Council representative being appointed Consul and residing in Guangzhou (rather than covering southern China from Hong Kong) was mooted in conversation with Sir R McLaren. He suggested that the FCO should consider it.

Malawi

BBC film

3. John Hanson gave an account of the developments leading to the postponement of the showing of the BBC TV Bookmark film on Macbeth in Malawi. Some press cuttings were circulated. It was noted that The Times of 16 November had carried an article quoting John Purdie, the film's producer, as saying that the film, made secretly, was "a full confrontation" of the regime in Malawi.

Ukraine

4. Following the opening of the Council's office in Kiev, John Hanson spoke appreciatively of the support given to the Council there by Simon Hemans.

Egypt

5. John Hanson noted that the Egyptian Minister of Education had recently paid a successful visit to London. The Egyptian government were hoping to counter fundamentalist tendencies by
