VIENNA CONVENTION ON CONSULAR RELATIONS 1963

As you know, there will be a British Consulate-General in Hong Kong after 1 July 1997. Both the UK and the PRC are parties to this Convention. What I am not clear about is whether the Sub-group on International Rights and obligations has plans to discuss this in the foreseeable future. It is important from the UK point of view that this Convention will apply to the future HKSAR. This would give the protection of the Convention to the Consulate-General. There does not appear to be a UK-China Consular Convention, although there is an Agreement on the Establishment of a British Consulate-General at Shanghai and a Chinese Consulate-General in Manchester 1984, which incidentally contains no provision on expropriation of the consular premises.
