CO-ORDINATING COMMITTEE: DRAFT PAPER ON BUILDING UP STAFF FOR THE CONSULATE GENERAL

When we met in London on 19 October, I mentioned that the OED team and I had had a very useful meeting with your co-ordinating committee. We have now fed in the committee's comments to Farrells who are revising their sketch plans accordingly, and will produce informal costings based upon them. We are separately consulting departments on the implications of the revised designs. These various threads will be drawn together for consideration by the Steering Committee at their meeting now scheduled for 6 November.

2. On a related tack, we are attracted to your idea that the MRS should be asked to review the staffing of the Consulate-General. I hope you would agree that our draft transition paper, revised in the light of your committee's comments, would be a good place for MRS to begin their work. We think it right that the paper should first be approved by the Steering Committee. In your letter of 19 August, you said you would copy the paper around for comments. I wonder if it would be possible to let me have those comments in time for circulation before the next Steering Committee meeting; I think Deskby 040900Z (November) would have to be our deadline. Please let me know if this presents any difficulty.
