SIZE OF BUILDING?
- The gross area of the building will be 19,000m/2 approximately.
WHO WILL OCCUPY IT?

The buildings will accommodate the offices of the British Consulate-General and British Council, parking and storage facilities and nine units of staff accommodation.
WHY NOT BUILD MORE?
The Colvin House site is to be granted, at no premium, by Private Treaty to HMG by the Hong Kong Government.
- The Private Treaty Grant restricts building to 19,000m/2 gross floor space for HMG's purposes alone.
HOW MUCH?
- Cannot give a clear estimate until the design development stage is complete. (Would not in any case be wise to advertise the budget for a project which will be the subject of competitive tendering.)

- The budget for the building will certainly exceed the EC threshold of £3.4 million and the project will therefore have to be published in the supplement to the official Journal of the EC.
HAS THE EXPORT GROUP FOR THE CONSTRUCTION INDUSTRIES BEEN ALERTED TO THIS PROJECT?
Not yet but we will do so as normal.
WILL FOREIGN FIRMS BE ALLOWED TO TENDER?
Yes.
WILL YOU LET CONTRACT GO TO A FOREIGN FIRM FOR THE SAKE OF SAVING A FEW THOUSAND POUNDS?
- We shall apply the same criteria to the award of this contract as we normally apply.

Competitive bid Ability and resources Best value for money for the FCO and taxpayer.
WHY SWIRES?
- Four companies experienced in local construction and project management were interviewed. The four companies
were:
Hong Kong Land Property Co Ltd High Point Rendell Projects
Maunsell/C-Fin Project Managers Ltd
Swire Properties Projects Ltd
On balance Swire were considered the most suitable.
