1. Tom Buchanan, Director of the British Council, and I called on the Security Branch of HKG on 18 May to discuss the position of those of our respective locally engaged staff who applied for nationality under the BNA (HK) 1991 I had already forwarded HKG of our intention to call and had sent them a list of the BTC/FCO Procurement staff who had applied for citizenship and the current status, as I knew it, of their applications. Mr Buchanan did likewise for the British Council staff. Copy of the BTC list attached.

There was good news for the BTC/FCO Procurement staff. Of the 17 applicants only one (Number 14 on the list) still required a decision. This is expected within the next two three weeks. Three applicants, (nos 15 - 17) had been rejected as they had not applied or acquired BDTC status prior to 26 July 1990. The remaining 13 had succeeded in their applications; 7 under the GOC and 6 under the SSC. All 13 will or have been interviewed, one has already been issued with her certificate of naturalisation (no 6), and subject to satisfactory confirmation of details given in their applications will be issued with certificates of naturalisation in about 3 months after the interview. Of these 13, three have left our employ and two of these have emigrated to Canada. Our interest in these has therefore lapsed and they will from now on have to fight their own battles.
3. The three applicants who have had their applications rejected will have a second opportunity to apply in the second phase of the scheme but subject to them applying or obtaining BDTC status before the next cut off date. This I understand to be sometime during the third quarter of 1993.
4. On the British Council side, 31 applications were submitted of which 20 were supported by the Council. Of these 20 nineteen will obtain citizenship through either the GOC or SSC. One of the supported cases will be rejected as the applicant did not meet the five year service criteria. The remaining 11 applicants have all applied under the SSC. A decision on these cases will not be made until they have been interviewed. This gives Mr Buchanan the opportunity to support the remaining 12 cases by directly approaching the Security Branch of the HKG. This he will do as necessary.
