Residence of Future British Consul-General

Thank you for your letter of 18 June about possible ways of providing a house for the future British Consul-General.

I understand the difficulties about trying to make an arrangement with the Chinese which would provide them with a new house for the PLA Commander. It would not be easy (nor is dealing with any part of the military estate); but I do not see that we should simply give up the idea for that reason.

This is now for my successor to deal with. I should however record my own view that the idea of taking over Victoria House is a nonsense. It is of course an attractive house. That is not the point. After Government House, it is the most prestigious of all the Hong Kong Government's residences. It ought therefore to pass to the SAR for the use of the Chief Executive or the post-1997 equivalent of the Chief Secretary. Making some special deal to hand it over to HMG instead would not
