1. As you know, Mr Day has been asked to return to London for consultations. He plans to arrive early on the morning of Friday 17 July and to return with the Minister of Trade's party on the evening of Tuesday 21 July.

2. I am arranging meetings on Friday 17 July (before Mr Bertram's departure on leave) to talk about the

Consulate-General.

There will be a morning session between

11.30 and 12.45. In the afternoon we can resume at 15.00 and continue for as long as it takes. (Mr Day is calling on the PUS at 17.30.)

3. I think it would be helpful if we were to prepare our ground in advance of Mr Day's return. I have arranged with Mr Bertram that I will hold a meeting for that purpose at 16.30 on Tuesday 14 July, and I should be grateful if Mr Ricketts could also attend. At this meeting I think we should discuss the following:

How we demonstrate to Mr Day that planning for the

Consulate-General has taken properly into account the functions of the Consulate-General and well-researched estimates of staffing requirements.

- How we answer all the queries raised by Mr Day, primarily in his telno 198 but also in other correspondence.

How we deal with the proposals for coordination of planning in Hong Kong set out in his telno 200.

4. Where Mr Day's objectives are concerned, I am arranging a meeting at 11.15 on Monday 20 July. This will be attended by Mr Meadway and colleagues from the DTI as well as by members of HKD. Mr Day has promised us revised objectives by fax.

I hope

we can deal with these in the course of the morning of 20 July. If not, I am otherwise engaged in the afternoon but could resume on the morning of 21 July.

5. Here again I think it would be helpful to have a pre-meeting to collect our thoughts once Mr Day's revised objectives have
