The "ideal establishment" has been questioned on several occasions. When he asked me about it on the telephone I explained that while the staffing estimates derived from the 1990 Inspection, OED had conducted a comprehensive review in 1991, involving all interested parties, to produce the Schedule of Requirements. This in turn, with the approval of the Steering Committee, formed the basis of the Design Brief. (I was therefore surprised that he still appeared unaware of this in his subsequent Telno 196). recently as February this year Miss Spencer confirmed the estimates for the staffing of the Immigration, Passport and Consular sections. The establishment will of course remain under review but, unless the underlying assumptions are radically altered, any adjustment to the staffing (such as, eg JLG component), is likely to have only marginal impact upon the space requirements of the new building.
