disadvantages: it makes less good use of the site, the slab
disposition is less apt than TFC's peripheral one, the office
depth is greater and leads to planning and operational
inefficiencies, the main pedestrian entrance is less well placed,
the flats occupy too much pride of place (and are difficult to
access) and the building is less good-looking. Also, the
Passport, Consular and Immigration Sections are on 5 floors (as
opposed to TFC's 3).

I am unclear why the multi-purpose hall (clearly so
described in the brief) is now described as a theatre.
If a
theatre was the intention, then I should readily agree with you.
But it is not, and I think the brief had it right. There may be a
few small-scale theatrical productions in it, but flexibility of
use is the key

The Committee agreed that staff of course need every
consideration, and that all the schemes would provide markedly
better office accommodation than at many Posts. Who would use the
bool would be for the Post management of the day, but we will
review its size.

I should summarise by saying that we can only assess
the C-G schemes against the brief that was agreed; that certain
aspects of the brief (including Schedule of Requirements) are
being checked; that all the 6 schemes (and TFC and L & 0, in particular) have been thoroughly assessed over an eight week beriod by all interested and user departments, the BC and
architectural and project management experts; that the Steering
