because of the steep inclination of the site less excavation
was needed, there was good access to the offices and garden
and the flats were in the right place. Also the Consulate
Offices and those of the British Council were housed in
separate buildings. Mr Bertram said that any drawbacks in the scheme could be rectified in project development. As
for the relative costs of the designs the Farrell Scheme
fell somewhere in the middle. However Swire Properties felt that it offered good value for money. No work had been done on the running costs of each scheme but OED felt that there was probably not much between them.

There then followed a general discussion on various
aspects of the internal layout of the Farrell Scheme. OED
representatives explained that although there was only one vehicle entrance to the Consulate, the British Council and the BCG had their own public and staff entrances.
