1. I refer to our telephone conversation of 3 March. As I mentioned I attended a meeting with Hughes of Building and Lands Department, at his request. Also present were Joseph Law of CAB, Williams 4A BLD and a colleague from their Legal Department,

2. The object of the meeting was to discuss the three/ outstanding points listed in your telegram number 274 of 21 February 1992. Taking them in the same order :

(i) form of words - we decided that this has been resolved with the issue of Hong Kong telegram number 593 to you. We took this no further except I emphasized that I expect the form of words to mirror that in para 2 of YTUR;

(ii) Allocation of space we agreed that there were three elements to this problem:

(a) if there was a reduction in the space requirements of the British Council,

(b) if the British Council required additional space,

(c) if both the British Council and the British Consulate-General had space surplus to requirements,

On (a) - it is clearly stated in the FTG, Clause 11(c), that up to 6500 square metres may be used for the British Council. It therefore follows that if the British Council do not require all of this allocation then it could be used by the British Consulate-General for its own use;
