Meetings with Consultant Architects (List of participants is at Annex B)
5. The Consultant Architects were shown round the British
Trade Commission (BTC), British Council, Procurement Unit and the Hong Kong Immigration Headquarters
(7 Gloucester Road) premises. A question and answer session on the design brief was also held. Also in attendance at the visits and group discussion sessions were Mr Jarvis (BTC), Mr Tuomey and Mr Holdaway (SWIRE PROPERTIES LTD OED's Project Management consultants in Hong Kong) and the OED team: at the OED team's request Mr Ian Cook (senior FCO Security Adviser, visiting for other reasons) kindly gave a useful talk on the security aspects of the design brief at the beginning of the question and answer session.
Mr Newey's and my opening statements to the Consultants and a summary record of the question and answer session are at Annexes C, D and E respectively. OED's offer for individual discussion was not taken up by any of the Consultant Architects.

The OED team, soon after arrival in Hong Kong advised Mr Heap of the purpose of the visit and the arrangements being made to achieve it and current progress on other aspects of the project. Mr Heap kindly agreed to welcome the Consultant Architects to the BTC and to brief them on the type of building which was required: this was subsequently done at the first session with the Consultants at 2.15 p.m. on 3 March. Mr Heap also agreed that Mr Jarvis should attend the other sessions involving the Consultant Architects. Newey had arranged a "wash-up" meeting with Mr Heap and Mr Jarvis on 5 March. In the event Mr Heap was unavailable. Mr Newey therefore informed Mr Jarvis of the outcome of the various other meetings with Swire which Mr Jarvis did not attend (details of which are in para 8). Mr Newey obtained confirmation from Mr Jarvis that the arrangements for viewing and commenting on the outline designs are acceptable (see also para 8.4).
In a separate meeting between Mr Jarvis and myself various issues were discussed
