In Hong Kong on 7 April Mr Morris (BTC) told me that they might wish to revert on your telegram of 31 March on this subject. Their initial reaction was that we had already achieved what we required. Thus on the final sentence in para 2 of the telegram they think that the new wording does enable any space which might be spare within the British Council's allocation to be allocated to other British Government bodies: the PTG states that the 6,500 square metres in question may be used by the British Council; if the British Council did not use it then it would be for the other purposes of the British Consulate-General: the Hong Kong Government have clearly stated that they envisage British Consulate-General use as including use by other British Government bodies, such as BOTB or NIDB. Moreover we have the additional bulwark of the Vienna Convention. It might therefore be counter-productive to revert to HKG on this yet again.

(Mr Jarvis said that it might have been worth our consulting BTC before telegraphing PS/GH last time with a request to intervene: even if we did not wish to take the BTC's advice they could benefit from advanced warning of what we were doing! I took the point and said that I thought that the problem might have been a request by Lord Caithness for instant action.)

2. No need for action I think, until we receive BTC's reply to our telegram.
