Any space which may be spare within the British Council's 6,500 sq metres allocation cannot be reallocated to the British Consulate-General as the PTG, special conditions 7 and 11 are drafted at present. I do not accept Mr Jarvis's understanding on this point set out in paragraphs 2 and 3(a) of his fax of 14 April to Mr Morris. Nor do I accept the point that he makes in paragraph 3(b) of his fax that HMG may allocate any spare British Council space for use by governmental bodies such as the British Trade Commission or the Northern Ireland Development Board. (Please also see my minute of 17 March which is accurately reflected in FCO telno 68 of 31 March).
2. In order to enable spare British Council space from its 6,500 sq metre allocation (and any additional area added to that allocation by approval of the Director, if the Building and Lands Department wording is accepted) new wording is required. I suggest special condition 11(c) is revised to add a second sentence after the words 'in accordance with the se conditions'. The second sentence would read:
'Any space which is not currently used by the British Council may be used for the accommodation of the British Consulate-General or for any ancilliary accommodation as may be required for the purposes of the British Consulate-General. 1
