7 You will be required, in company with the five other Architectural Practices to attend briefing discussion in Hong Kong before submitting proposals.
We have commissioned swires Property Projects Limited to act as Project Manager on our behalf for this scheme. Although they will control all the managerial arrangements, this and subsequent commissions will be with Her Britannic Majesty's Secretary of State for Foreign and Commonwealth Affairs. However, you will be directly responsible to Mr J Holdway of Swires Property Projects Limited, 33rd Floor, 1 Pacific Place, Hong Kong, telephone number 844-3888, who is the only person from whom you should seek further advice about the conditions and brief.
9 The copyright of all drawings and the work executed from them shall be the property of and vest in the British Crown. You will be required to comply with such local and British Government security regulations as may be in force at the time. No: communication with the press or other outside body, or disclosure or publication of the design brief, may be made without the Project Manager's prior written approval. Any member of your staff employed on this work must be aware of the provisions of this paragraph.

You will be paid a fixed fee (on receipt of invoice following submission) of 150,000 Hong Kong dollars, which includes all travelling and any other expenses. Fees for the subsequent commission will be negotiated on the basis of your fee proposal.
