EXTRADITION OF LI TZU FROM SWITZERLAND

I enclose a copy of a Note delivered today to the Federal Department of Justice and Police, as instructed in your fax to John Mitchiner (who is still ill). You will note that I omitted the sentence referring to Swiss possession of the text of the International Covenant on Civil and Political rights. It seemed unnecessary and likely only to encourage more bad temper in the FDJP.

2. Mr Hunter, in his letter of 6 November, asks why the FDJP sent their Note to us direct, rather than via the Federal Department of Foreign Affairs. The reason is that we always communicate direct with the FDJP on matters concerning mutual legal assistance. I have, however, sent side copies of the exchanges to the Federal Department of Foreign Affairs,
