SEAD are leading on
1. You are briefing Mr Goodlad on this. the (3) EDMs. I attach copies of the latest submissions on Osman submitted by SEAD in May and June. Both responded to letters written to the Secretary of State from the "Free
Lorrain Osman" lobby.
2.
One of the letters was from Mr Cahill, a journalist who
has been interested in the Osman case for some years and who has recently been trying to stir up media interest, not for the first time, by threatening to publish classified documents
related to the Osman case.
3. The latest development is that Osman's ninth application for a writ of habeas corpus was refused on 20 November. This should mean that his extradition to Hong Kong is now
closer. Mr Parker has been looking at what might happen next
and will talk to me first thing on 24 November;
