1. You will no doubt be aware that Mr Mathews wrote to the FCO in October to ask us to register with the French government British support for Hong Kong's efforts to secure the extradition from France of Dr Saniman. Despite our best endeavours, we have not yet managed to get the message across at the level we would like. I enclose a letter which I have written to John MacGregor in Paris asking for his thoughts on how best to take this forward. I would welcome any comments from your end. You will note that the way forward may be to wait until the legislature elections are over (March 1993 at the latest).
2. Another reason for writing is to make sure that this Department (and through us, Paris) is kept in touch with developments as seen from your end. The Embassy in Paris of course keeps in contact with HKG lawyers, but we would nevertheless welcome being kept up to date by Hong Kong on further moves by the lawyers or any changes in strategy as the process continues. I see that the practice has been for Paris to copy papers to William Ehrman. This seems sensible, although I imagine that the "end user" is the Attorney General's Department. Could you tell me who I might contact there at desk level as the need arises?
