First, may I congratulate you most warmly on your appointment as Governor of Hong Kong.

Second, may I draw your attention to what seems to me to be a grave miscarriage of justice with regard to one of our citizens. His name is Lorrain Osman, a Malaysian with dual British and Malaysian citizenship who was arrested in 1985 in London at the request of the Government of Hong Kong and has been held on remand and unconvicted in Brixton Prison since then.

I would ask you to bring his case to the attention of the Home Secretary without delay and shall be grateful if you would let me know the details of his reply.
