number of meetings which Mr. Chooi attended of the Committee of

Inquiry. Mr. Chooi clearly earned the respect of the Hong Kong

Government authorities and was subsequently retained by the Hong

Kong Government to act on their behalf in Malaya.

However, it

cannot be assumed from this fact that what he put in his notes

of meetings was communicated to the Hong Kong Government if they

were not present at the meetings (which was the case, apart from

the note of the meeting on 17th January 1985), or that his notes

of meetings would be accepted by the Hong Kong Government or the

prosecuting authorities as being accurate. Certainly there is

nothing in those documents to support the suggestion which Mr.

Osman makes in his affidavit that he had been "singled out in

order to cover up the default of the political masters of

B.B.M.B." and that the authorities in Hong Kong were fully aware

of that fact when the proceedings commenced.

There was nothing untoward in there being meetings between

the Hong Kong Government authorities and the representatives of

the Malaysian Government at a high level. This is to be

expected, having regard to the events which had taken place.

The Hong Kong Government could well take the view that while
