April, 1992, he was briefed by Mr. Underwood about Mr.

Osman's case. The briefing was in the form of a six

page written submission summarising events

events between

1985 and 1992 and included a chronology. On Friday

12th June, 1992, written Representations, prepared by

Mr. Osman's legal advisers, were delivered to the Home

office, together with letters dated 12th June, 1992,

which stated that "for practical reasons, it is not

possible to submit until Monday, 15th June, the

covering letter which Mr. Osman wishes to submit to

the Secretary of State which forms part of the

Representations" According to the letter of 12th

June, 1992, Part I of the Representations set out the

reasons why it was submitted that the Secretary for

State should exercise his general discretion against

making an order for Mr. Osman's surrender and Part II

set out why it would be unlawful and outside the

powers of the Secretary of State to order Mr. Osman's

surrender. The Representations consisted of 26 pages
