persuade Malaysia to give Jaafar the civil immunities which
amounted to about the sums I have mentioned.
In short, the Hong Kong authorities, acting on behalf of the Malaysian authorities, through the acting Deputy Director of Public Prosecutions for Hong Kong, one Warwick Reid,now serving eight years in jail for corruption, paid Jaafar about £4m to reverse his original testimony, which provided no evidence for any charge against Lorrain Osman. From correspondence in the possession of your department, you will know that the inducements went far beyond mere money, and were accompanied by threats of prosecution, if Jaafar did not
comply. Jaafar, identified by the UK High Court as the principle witness against Lorrain Osman, without whose testimony there is no case, has been disgraced as a liar, and a self confessed crook, in the High Court in Hong Kong.
Summary.
The Government of Hong Kong, for which your department is
responsible, has caused at least two, and almost certainly
three, perjured statements to be placed before the High Court in order to sustain a prosecution entered into by the Hong
Kong Government, together with the British and Malaysian
Governments, for political motives. As Governor
